This is Section 2 of the 91㽶Ƶ System’s Consultant Procedures and Design Guidelines Manual. This manual is designed to assist architects, engineers, design professionals and design/build contractors (A/E) in understanding the University’s policies and expectations. 

Section 2 includes detailed guidance for multiple delivery methods — including design-bid-build, design-build, construction manager at risk and master construction — along with key consultant documents such as adopted building codes, fee estimating tools and required templates. These materials ensure consistency, compliance and high-quality outcomes across all University projects. 

  • All official versions of the Consultant Procedures and Design Guidelines are maintained on this site unless otherwise noted.  

  • The appropriate edition for each active UM design project is referenced directly in the agreement between the University and the consultant. 

  • Consultants are responsible for downloading and using the standards provided here.
