REQUEST FOR QUALIFICATIONS – Master Construction Agreement

The 91㽶Ƶ is requesting qualifications from firms to provide general contractor services under a Master Construction Agreement utilizing a two-step selection process. Step one will consist of the submittal of Contractor qualifications in the format defined herein. The Owner’s team will review the qualification submittals and select three to five firms to proceed into the step-two bidding phase. Responses to this request for qualifications will be received by the Curators of the 91㽶Ƶ, Owner, via e-mail to Wafa Abbas; waawkg@umkc.edu ,Project Manager; Planning, Design and Construction, Campus Facilities Management, 91㽶Ƶ- Kansas City by 1:30 PM C.T., Friday, April 3rd, 2026.
Immediately following the closing time for receipt of qualifications, each respondent will be notified via email that their submission has been received. No other information will be shared until the evaluation process is complete. The University reserves the right to reject any/all responses to this request for qualifications and advertise the project publicly. When advertised for bid, this project will have a participation goal for Service-Disabled Veteran Business Enterprises (SDVE) of 3%

This RFQ includes three parts:

General Project Information
General: The 91㽶Ƶ is seeking a general contractor to perform traditional general contracting services, management, and supervision on multiple projects, on as needed basis (“Master Construction Services”) for one (1) year with the option of four (4) annual renewals, not to exceed a total of five (5) years. All projects shall be performed under a single Master Construction Agreement between the Owner and the Contractor. The Owner will issue a Work Authorizations for each project, which will be executed by both parties. The Work Authorization and the Master Construction Agreement, together, will serve as the formal agreement governing the work for that project. The terms “project” and “Work Authorization” may be used interchangeably to refer to specific work performed under the Contract at the Owner’s request. The Owner makes no representation of the anticipated number of projects to be completed under the Master Construction Agreement during the term, the dollar value of individual projects, or the total dollar value. Use of the Master Construction Agreement is solely at the discretion of the Owner and there is no guarantee of a minimum volume of work. No individual project performed under the Master Construction Agreement will be less than $75,000. No individual project performed under the Master Construction Agreement will exceed $3,000,000. The $3,000,000 limit shall include the Contractor’s percentage mark-up. There is no aggregate limit over the five-year term.
The Contractor shall have a permanent office located within a one-hour drive to the campus from which to administer the Contract. This location shall be subject to the Owner’s approval. Development of plans and specifications and other documents required to define the work for each project will be performed by others.
Multiple projects may be ongoing simultaneously. Pre-Construction services may be required under some Work Authorizations.
The underlying principle of this Master Construction Agreement and the percentage markups is that the markups applied to the Cost of Work on a per Work Authorization basis shall be the sole compensation to the Contractor for all services that are necessary to complete each work authorization under the Contract. The percentage mark-ups shall include all the Contractor’s costs for completing individual Work Authorizations issued under the MCA Contract including but not limited to sub-bid packaging and solicitation, award and management of subcontracts, home office expenses, jobsite office expenses (except those included as site services), legal and accounting expenses, attendance at design meetings, compliance with building permits, project management, project manager, compliance with the Information for Bidders, SDVE requirements, Request for Qualifications response, General and Special Conditions, Special Conditions – Master Construction Agreement, overhead and profit, bonds and insurance and all other services traditionally considered the responsibility of a General Contractor completing a design-bid-build contract. Certain exceptions, defined as Site Services and enumerated below, are not to be included in the percentage mark-ups. No “pass through” or brokering of the general contracting services is allowed. The Contractor shall not self-perform any Work other than site services defined in the contract documents without having submitted a successful bid on an applicable bid package scope.
Preconstruction services, when required, will be negotiated on a project-by-project basis.
Items to be excluded from the percentage markup coefficients are Pre-construction services, Onsite superintendent, Site services which are work scopes that may not apply to every Work, and Subcontract values and the value of the Contractor’s accepted bid (self-perform) for a work scope which was competitively bid by the Contractor.
Qualifications Information
The information provided in response to this RFQ shall be limited to the specific office that is proposed for the management of this Contract. In submitting your response to this Request for Qualifications you agree to provide your latest audited financial statements if requested. The selection process will be based on a 1200-point system as enumerated below.
Tab One: Experience (400 points)
Provide a list of higher education projects completed over the last three years including project description, location, contract amount and schedule. Previous work at the 91㽶Ƶ will be considered.
Provide a list of healthcare projects completed over the last three years including project description, location, contract amount and schedule.
Provide a list of contracts similar to the Master Construction Agreement to which you have been a party. In general terms, describe the process utilized.
Describe the work scopes you typically self-perform and intend to provide bids for under this Contract.
Provide the number of staff you employ in their individual classification, e.g. office/administrative, project management/estimating, superintendent, trades, other (describe).
Provide your EMR and incidence rate for the last three years by year.
Provide the annual volume of work completed by your firm for the last five years.
Provide projected volume for next year. Provide project listing and tabulation.
Tab Two: Staffing (400 points)
Provide a summary of staff proposed for this project. Include a description of each individual’s duties and responsibilities. At a minimum include project managers and superintendents. A minimum of five years of experience is required to fulfil these roles.
Provide resumes, qualifications and a summary of experience for the staff proposed. Include specialized health care certifications.
Describe how your staffing will fluctuate and adjust to increasing and decreasing demands based on the number and dollar value of the work authorizations issued under this Contract. (ramping up and down for multiple projects)
Describe how you will evaluate the need and level of involvement for an onsite superintendent.
Tab Three: Process (400 points)
Describe how you will evaluate and recommend for Owner approval the required schedule duration for individual work authorizations.
Describe how you will provide bidding opportunities for multiple subcontractors in the bid process, regardless of union or merit shop status. (How you will spread the work around)
Describe how you will evaluate bids received from subcontractors.
Describe how you will perform design phase services of individual work authorizations described as non-compensable in the Special Conditions – Master Construction Agreement.
Describe how your project manager will assume onsite responsibility in the absence of an onsite superintendent as described in the Special Conditions - Master Construction Agreement.
